Cap Repair: what it involves

The cap ties the top of the panels together and gives the anchors something to hold. It's also the part of the wall that takes salt spray, sun, foot traffic and wave splash every day. Inside the concrete is steel rebar, and when salt reaches it, the steel rusts and swells, cracking the concrete from inside.

That cracking is called spalling: chunks pop off, rust stains appear, and the bare steel underneath rusts even faster. A spalled cap isn't an emergency on day one, but it gets worse each season. If big sections break away, the panels lose the connection that keeps them in line.

Signs your cap needs work

  • Rust-colored stains running down the cap or canal face
  • Concrete chips or flakes along the top edge
  • Exposed rebar showing through the concrete
  • Cracks running along the length of the cap
  • A cap section that has shifted, dropped or separated from the next one

Spalling only gets worse. Get the cap looked at while it's still a repair.

Common methods

Spall repair

Loose concrete is chipped away, rusted rebar is cleaned or replaced and treated, and the area is rebuilt with marine-grade repair mortar.

Cap section replacement

Where a section has broken away, the damaged concrete is removed and a new section is formed and poured, tied into the panels and the anchors.

Full new cap

On a wall with sound panels but a failing cap, the whole cap can be replaced. This is also a natural time to add height.

Permits for cap work

Small cosmetic patches may not need a permit, but rebuilding a cap section is structural. Inside the City of New Port Richey, the Building Division at City Hall handles it. Elsewhere in Pasco it's the county, and in Hernando it's the county Building Division. The contractor should confirm before they start.

How a cap repair usually goes

  1. Sound the capThe contractor taps along the cap to find hollow, delaminated concrete you can't see.
  2. Check the steelThey expose a few spots to see how much rebar has rusted.
  3. Choose the repairPatches for small areas, new sections for bigger ones, a new cap if most of it is failing.
  4. Repair and cureConcrete is removed, steel is treated or replaced, and new concrete is placed and cured.
  5. Seal and check jointsMany contractors seal the finished cap and check nearby panel joints at the same time.

Ask what concrete mix and rebar treatment they use for salt water.

What cap repair costs

Cap patches are usually among the lower-cost seawall repairs, while a full new cap moves toward the middle of the repair range. Published 2026 figures put general repair at about $100 to $250 per linear foot.

Cap Repair questions

Is a cracked cap dangerous?

Not right away, but it's the start of steel corrosion. Left alone, cracks spread and sections can break off.

Can I patch the cap myself?

Small cosmetic patches, maybe. Structural cap repair with rebar is a job for a licensed contractor and may need a permit.

Should I raise the wall while the cap is being replaced?

It's a good time to ask. Building a taller cap during a replacement usually costs less than raising it later.
