New Port Richey at a glance
New Port Richey got its post office in 1915 and was incorporated on October 24, 1924, with Elroy Avery as its first mayor. The 1920s brought a brief Hollywood connection: actor Thomas Meighan built a riverfront home in 1928, and golfer Gene Sarazen also spent time here before the Florida land bust ended the boom.
The Pithlachascotee River, known locally as the Cotee, winds through downtown past Sims Park on its way to the Gulf. The city counted 16,728 residents in the 2020 census.
New Port Richey walls and lots
Riverfront lots along the Cotee have some of the oldest walls in west Pasco, many of them built in stages by different owners. West of downtown, canal neighborhoods have longer, more uniform runs of wall from the postwar decades.
During Helene, the National Weather Service measured 5.04 feet above mean higher high water at the New Port Richey gauge before it stopped reporting, so many river and canal walls were topped.

A New Port Richey address doesn't mean city limits

Permits for a New Port Richey seawall
The city lists seawall repair among the work that needs a permit, and its Building Division asks for applications in person at City Hall.
Your parcel decides it: City of New Port Richey Building Division ((727) 853-1047 (inspections (727) 853-1048)) or Pasco County Building Construction Services ((727) 847-8126). Search the address on the Pasco County Property Appraiser site before anyone files.
On top of the local permit, a job can need state or federal review depending on where the new work sits. Florida law (section 403.813(1)(e)) exempts restoring a wall within 18 inches waterward of its old line from certain state permits, and your contractor should confirm which reviews apply.

Every wall is different, so these are reference figures, not quotes. River walls with bends, older patchwork sections and tight downtown access tend to cost more per foot than straight canal runs. If your neighbors on the Cotee need work too, a shared job can lower mobilization costs for everyone.
Reference figures, not quotes. Angi, seawall repair cost (2026 data): about $100–$250 per linear foot for repairs. LatestCost, Florida seawall replacement (2026): about $500–$1,200 per linear foot. HomeAdvisor, sea wall cost: average $25,000, typical $15,000–$60,000. Checked October 2026.
New Port Richey seawall questions
Where do I apply for a seawall permit in New Port Richey?
Inside city limits, the City of New Port Richey Building Division at City Hall, 5919 Main Street, handles it, and the city asks for applications in person. Outside city limits, it's Pasco County.
Did Helene damage river walls downtown?
Many walls were topped. The gauge in New Port Richey measured 5.04 feet above mean higher high water before it stopped reporting, so it's worth checking caps and backfill even if the wall looks fine.
Can I raise my river wall higher than my neighbor's?
Possibly, but the height must be approved, and the ends need to tie in so water doesn't go around. Ask the city or county what applies before planning a raise.
